鄂城概况
OVERVIEW OF ECHENG
鄂城区是湖北省鄂州市的主城区，是鄂州市的政治、经济、文化中心。鄂州，旧称吴都、古武昌，被称为“湖北之根，武昌之源”，获评全国文明城市、国家卫生城市，行政总面积1596平方千米，全市常住总人口108万人。鄂州市工业化率位列全省第一，城镇化率全省第二，人均GDP全省第三。2021年11月，在中国社会科学院发布的《中国城市竞争力报告No.19》中，鄂州位居全国62位，湖北省第3位。
鄂城地处全国经济地理中心，位于国家“一带一路”和长江经济带战略交汇点。以鄂城为圆心，1000公里半径内、1.5小时飞行圈可覆盖全国90%的经济总量、80%的人口和5大国家级城市群，距离世界主要城市一夜之隔。鄂城位于武汉“半小时经济圈”的核心层，1983年经国务院批准设立市辖区。现辖4街道、5乡镇和1个省级开发区，共有79个行政村、41个社区，国土面积430平方公里，常住人口56.88万人。区域内拥有鄂州大学、省级重点鄂州高中，综合性三甲鄂州市中心医院、西山公园、莲花山风景区、洋澜湖湿地公园、滨江公园、青天湖湿地公园等丰富的文化、教育、医疗资源。
鄂城区主动担当湖北省建设全国构建新发展格局先行区和鄂州市“一核、两极、多点支撑”发展使命，全力筑牢鄂州市社会经济发展的“压舱石”，通过打造“133”产业集群，为鄂州市加快建成武汉都市圈同城化核心区、全国城乡融合发展示范区和国际一流航空货运枢纽(即“两区一枢纽”)贡献鄂城力量。
Echeng District is the main urban area of Ezhou City, Hubei Province, as well as its political, economic and cultural center. Formerly known as the capital of Wu and ancient Wuchang, Ezhou is "the root of Hubei and the source of Wuchang". It has been rated as a national civilized city and a national sanitary city with a total administrative area of 1,596 km2 and a total resident population of 1.08 million. In Hubei Province, Ezhou ranks first in industrialization rate, second in urbanization rate, and third in per capita GDP. In November 2021, in the "China Urban Competitiveness Report No. 19" released by the Chinese Academy of Social Sciences, Ezhou ranked 62nd in the country and 3rd in Hubei Province.
As the economic geographic center of China, Echeng is located at the strategic intersection of the national "Belt and Road" and the Yangtze River Economic Belt. Taking Echeng as the center, a 1.5-hour flight circle (within a radius of 1,000 km) can cover 90% of the country's total economic output, 80% of the population and 5 major national-level urban agglomerations, and just one night away from major cities in the world. Occupying the core layer of Wuhan's "half-hour economic circle“, Echeng was approved by the State Council to be a municipal district in 1983. It has jurisdiction over 4 sub-districts, 5 townships and 1 provincial development zone, with a total of 79 administrative villages and 41 communities, with a land area of 430 km2 and a permanent population of 568,800.Rich cultural, educational and medical resources are gathered in Echeng, such as Ezhou University, Ezhou high school(a key high school in Hubei Province), Ezhou Central Hospital(a IIIA hospital), Xishan Park, Lianhuashan Scenic Area, Yanglan Lake Wetland Park, Binjiang Park, Qingtian Lake Wetland Park, etc.
Echeng District has taken the initiative to build a national pilot area for constructing a new development pattern in Hubei and the development mission of "one core, two poles, and multiple support" in Ezhou, and makes every effort to become the "ballast stone" for the social and economic development of Ezhou. By building the "133" industrial cluster, it will contribute to Ezhou's efforts to accelerate the construction of the core area of Wuhan metropolitan area urbanization, a national demonstration area for urban-rural integration development,and a world-class air cargo hub (that is, "two area and one hub").
外商投资奖励
REWARDS FOR FOREIGN INVESTMENT
外资工业项目除与内资项目享受同等支持政策外，还可给予相应奖励： 在我区设立或增资的外资工业项目，当年实际到位外资金额400万美元（含本数）以上或等值外币的（以外管FDI为依据）的，按其当年实际到位外资金额（折合人民币计算，下同）的3-5%予以奖励，最高奖励金额人民币1000万元。
In addition to enjoying the same support policies as domestic funded projects, foreign-funded industrial projects can also be given corresponding rewards: for foreign-funded industrial projects established or increased in our region, if the actual amount of foreign investment in the current year is more than 4 million US dollars (inclusive) or equivalent foreign currency (based on foreign managed FDI), 3-5% of the actual amount of foreign investment in the current year (equivalent to RMB, the same below) will be awarded, with the maximum amount of 10 million yuan.
总部经济奖励
HEADQUARTERS ECONOMIC REWARD
支持总部经济发展。鼓励企业在我区设立总部机构，年地方贡献额在1000万元至3000万元的，每年按地方贡献额的50%给予奖励;年地方贡献额在3000万元（含本数）以上的，每年按贡献额的80%给予奖励。设立销售中心(房地产业除外)、运营中心、研发中心等功能型总部，年地方贡献额在100万元（含本数）以上的，每年按贡献额的10%给予奖励。对经济社会发展具有重大支撑作用的重点企业，可按照实际地方贡献额实行每季度预结算，年终总结算。
The development of headquarters economy is supported. Enterprises are encouraged to set up headquarters in our district. If the annual local contribution amount is between 10 million yuan and 30 million yuan, 50% of the local contribution amount will be awarded annually; If the annual local contribution is more than 30 million yuan (inclusive),80% of the annual contribution will be awarded. If a sales center (excluding the real estate industry), operation center,R&D center and other functional headquarters are set up, and the annual local contribution is more than 1 million yuan (inclusive), 10% of the annual contribution will be awarded. Key enterprises that play a significant role in supporting economic and social development can implement quarterly budget settlement and year-end summary calculation according to actual local contributions.
外贸企业支持
FOREIGN TRADE ENTERPRISE SUPPORT
鼓励外贸出口。对当年出口额100万美元以上的生产型企业或者300万美元以上的贸易型企业，对出口增量部分（与上年度相比新增部分）给予奖励。生产企业按照自营出口每100万美元奖励3万元（以下元，统指人民币）的比例进行奖励，贸易企业按照每出口100万美元奖励2万元的比例进行奖励。
Export is encouraged. For production enterprises with an export volume of more than US $1 million or trade enterprises with an export volume of more than US $3 million in the current year, rewards will be given to the incremental part of exports (the new part compared with the previous year). The production enterprises will be rewarded with 30000 yuan (hereinafter, RMB) for every 1 million dollars of self-operated exports, and the trading enterprises will be rewarded with 20000 yuan for every 1 million dollars of exports.
防控外贸风险。对上年度出口500万美元以下中小微成长型外贸企业，企业保费给予全额补助。对企业自主投保一般短期出口信用保险的出口企业，按其当年实际支付保费的40%给予补助，省市区三级补贴不超过100%，每家企业最高补贴不超过10万元。
Foreign trade risks are prevented and controlled. For small, medium and micro growth foreign trade enterprises that exported less than US $5 million in the previous year, the enterprise premium will be fully subsidized. For export enterprises that have independently insured general short-term export credit insurance, 40% of the premiums actually paid in the current year will be subsidized; The provincial and urban tertiary subsidies shall not exceed 100%, and the maximum subsidy for each enterprise shall not exceed 100000 yuan.
鼓励利用外资。对在我区投资年实际外资金额超过3亿美元的制造业项目、地区总部项目，可按照“一事一议”方式给予重点支持。企业年累计新增实缴注册资本超过1000万美元的，按照年累计实缴注册资本中外资部分金额的2%予以奖励，最高奖励500万元。
The use of foreign capital is encouraged. For manufacturing projects and regional headquarters projects with an annual actual foreign investment amount of more than 300 million US dollars in our region, we can give priority support in the way of "one case, one discussion". If the accumulated newly increased paid in registered capital of an enterprise exceeds 10 million US dollars, a reward of 2% of the total amount of foreign capital in the annual accumulated paid in
registered capital will be given, with a maximum reward of 5 million yuan.
